The Secret Of Internet Censorship In China

As we know, whether blog or forum is censored in China, people can not say anything in China. What can be said, and what can not be said is a question for all of us, today, I will introduce some of the legal basis in China: “Computer Information Network and Internet Security, Protection and Management Regulations”
The management regulations is approved by the State Council of China on December 11 1997 and promulgated by the Ministry of Public Security of China on December 30, 1997. This is a legal basis. In that regulations, a detailed definition of “harmful information” the specific meaning, publishing “harmful information” is forbidden. Then what is the “harmful information”?
According to the Section Five of the Act provides that no individual may use the Internet to create, replicate, retrieve, or spread the following kinds of information:
(1) Inciting to resist or breaking the Constitution or laws or the implementation of administrative regulations;
(2) Inciting to overthrow the government or the socialist system;
(3) Inciting division of the country, harming national unification;
(4) Inciting hatred or discrimination among nationalities or harming the unity of the nationalities;
(5) Making falsehoods or distorting the truth, spreading rumors, destroying the order of society;
(6) Promoting feudal superstitions, sexually suggestive material, gambling, violence, murder,
(7) Terrorism or inciting others to criminal activity; openly insulting other people or distorting the truth to slander people;
(8) Injuring the reputation of state organs;
(9) Other activities against the Constitution, laws or administrative regulations.
Evidently, these nine categories of information is harmful information. I think, in one word, any threat to social stability statements are “harmful information”. Anyone want to publishing “harmful information” is illegal. This is the so-called “Internet censorship in China”, If you knew about this, you will be able to understand those weird things in China’s cyberspace.

“what can be said, and what cannot be SAID…” but i don’t really think that sounds native.
“According to the Section Five of the Act, no individual may use…” or “The Section Five of the Act provides that no individual…”
“Anyone want to publishing ‘harmful information’ is illegal.”, better be: “Any tempt to publish/ of publishing … is illegal” The key is, nobody could be illegal but their behavior.

injure都是身体心灵的伤害,用damaging可能好一些。

Hmm…fairly insightful thoughts. William found a loophole in the law and quoted it. But It does not work at all. the law is just a paper inked with some formulaic words. We have to admit China is really a special land where any odd things can occur. In China, the governing party always try to marshal any resources it can to keep its tight grip on what can be exposed safely to China Internet users. The politikal power has permeated into cyberspace. Cyberpolices can remove anything which is said to be threat to a harmonious society according to their own rules. Pathetically, the constitution and laws are nothing but puppets for the decision-makers to police the country. Looks like we are experiencing the scenario in 1984 the novel.
We admit information filtering is in some ways good for people, but we have the sacred rights to know what the truth is. Turns out, in fact,we’ve deprived of our rights to know about the truth. It seems like we are living in a cocoon where the government eliminates all harmful information and builds an information vacuum. That’s probably the formidable power of the politikal juggernaut. Should we own the government a true debt or we hate it?
I know much little about politiks, but there are nothing politikal out there in China. Anything could be politikized. In a country where the politikal power overrides anything, it’s no wonder all kinds of antics are on the stage.
PS: It should have been recommended highly GFW is picked up as Top 1 in New7Wonder.

This just goes to show that the West is right when it criticises the Chinese government - as opposed to the Chinese people.
